This is a very rare antique Japanese military commemorative dish

The words are "Discharge Commemoration" "19th Infantry" and the soldier's name Ono is on the back

The item is dated Showa 13th year

The soldier's name Hashimoto is on the back

The words on the back are hand carved into the dish and not just written on it

The guy has a Order of Rising Sun 6th class and what looks like perhaps the Boxer Rebellion or Russo Japanese war medal
